It all depends on what assets and debts and other complications are involved. Your friend needs to consult with an attorney. Whatever legal expenses there turn out to be will almost certainly be paid out of the estate assets.

It may be as simple as an Affidavit of Heirship, which is a document which is filed in the land records, or it may be a more complicated dependent administration and proceedings to determine heirship in the probate court.

Until your friend consults with an attorney to figure out what should be done, the deceased sister's assets and debts will be in limbo.
