What happens when a person dies in 2003, leaves an executor in chg, who dies without finishing job. Also attorney was pd to file such papers and now refuses to finish job. What can be done and how

Somebody need to file an application with the Court to be a substitute executor. Report the attorney to the State Bar Grievance Committee.
