Thieving executor

The executor of my father's will refuses to file it in probate court in an attempt to keep me from knowing how much my inheritance is. She has given me $5,000, but I know that the true amount is much more than that. She kept $10,000 I was supposed to get for herself. (She told me she was keeping that amount.) Can I file theft charges against this woman? What legal recourse do I have ? I thought an executor had a legal responsibility to distribute the inheritance to the heirs in keeping with the deceased's wishes. My dad died almost a year ago and I'm still waiting to know the exact amount of my inheritance and when the executor plans (if ever) to give me the money my Dad left to me. Please advise.

If you are over 18, you can file your father's estate in probate and have the court order the executor to produce the will. If she's embezzled funds, that may result in criminal charges.
