Time frame for dissolution of a Trust

This is for state of Texas. My husband's Grandmother left a trust to her children which included my husband's father. My father in law passed 3 years and 3 months ago. All properties have been sold or are in final stages of selling and all taxes, etc paid from my understanding (as is explained to my husband and he to me). How long should somthing like this take to dissolve once all properties sold and taxes paid? The trustee seems to be dragging her heels and we are wondering if there is any legal recourse. Also if money is needed from the trust due to the extensive wait what is the proper way of getting it. Just withdrawing or does something else need to happen. Thanks for your help.

It all depends upon the language of the trust document.
