How to unclaim an inheritance based on deceased wishes

I would like to know how to allow only one of two living heirs to obtain property left by deceased who died inestate but always spoke of her wishes for her property. Can I just file an affidavit volunteering to release my rights so that my sister can have all of the property as our mother wanted?
