Legal Question in Wills and Trusts in Texas

Verbal Will

My sister passed away and verbally told the family that my sister and I are the executors. May we begin to execute by this verbal request from the deceased sister without any legal representation. Is this verbal request legally acceptable without hiring an attorney? i.e. bank accounts; trusts; insurance claims; investments; 'no real estate'.
