Is there any papers that can be filed to evict someone that cannot afford to keep up the upkeep of the property.

If your lease agreement calls for them to maintain the property, then you can use that as the reason for eviction. Don't forget your statutory 3-day notice! The forms are at your local office of the justice of the peace.
