Legal Question in Wills and Trusts in Texas

Does a will have to be notorized/ The brother in law signed witnessed the will and he is a heir. Is that legal?

Don't do this. Get the will done properly. To answer your question, an heir cannot be a witness. You've already identified a big problem. Don't do a DIY will, you're only asking for more problems. Most attorneys will do wills for a few hundred dollars, maybe less. DIY are almost always problematic (read: expensive) when it comes to probating them.

It is legal, but the judge will require additional prove-up and probate will be more expensive.
