Can a person with power of attorney change the will of a person if that person is in a coma

No. A power of attorney cannot be used to make/alter a will. However, a power holder might be able to drain assets from the estate. If the person did so for a wrongful purpose, then the estate could sue the power holder for breach of fiduciary duty.
