Legal Question in Workers Comp in Texas

As an employer of less than 7 employees, do I have to have workers compensation or other type of insurance to cover my employees? Am I legally not liable for any accident that may occur as long as I disclose to each employee that I do not have either worker's compensation or any other private insurance to cover them?

But in Texas..u can be sued for not having work comp insurance. Texas Work Comp office brags that accidents covered by such insurance has declined substantially....while new employees increase..so why the decline? It would seem to be because most employers are taking the risk that killing or injuring employees will not be a catastrophic loss...ie..convince people it is a sin to sue...so what is the risk..Hence, most stores as Kroger, Lowe's don't have WC..and Walmart does but is to drop as of April 1...
