Legal Question in Workers Comp in Texas

My husband has just been released to return to work as a furniture delivery driver (8+ hours a day lifting furniture). 10 months ago he tore his labrum. He had surgery to repair the tear with 1 anchor placed, along with acroplasty with CA ligament release, and subacromial/subdeltoid bursectomy. The doctor performing the MMI gave a 6% upper extremity impairment and a 4% whole body impairment. This was based on ROM only. The report says no surgical history. Is this correct or should the rating include something for the surgery?
