Legal Question in Workers Comp in Texas

Impairment Rating

My wife was informed that 5 months after her 3rd back surgery that she needed to have an impairment rating. The rating was performed by a 3rd party. The impairment rating was rated at 25%. Now the insurance company is telling us that she is only rated a 13%. They cut the rating in 1/2. Can they legally do this? Is thier any other benefits to her as she will not be able to work as she did prior to the injury? Can an attorney help us at this point?
