can you receive medical maximum improvement ( not weekly benefit)payments from Worker Comp and unemployment payments from ( Texas Workforce Comm) at the same time in Texas

From the perspective of the workers' compensation claim, absolutely you can. There are times when unemployment will ask to be reimbursed by the injured worker from workers' compensation payments, but workers' compensation carriers are not reimbursed by the injured worker for unemployment benefit payments.
