Legal Question in Family Law in Trinidad and Tobago

My partner is from Tobago but staying in Uk until May 6th. His wife is happy for him to file for divorce. Can he start initial proceedings by talking to a lawyer in Tobago on the phone? He doesn't want to lose the next month waiting adn would like papers to be served?
