If you mean "work for hire" in the copyright law context, I would ordinarily suggest contacting a Turkish consular officer with duties in the treaty or trade area, at the embassy or a consulate near you.

I have read in the papers recently that we are in a diplomatic flap with Turkey over Armenian genocide issues, and this may not be the best of times for trying to deal with their diplomats. However, it's worth a try. They are likely to be able to assist by providing you with brochures or other background information and a list of lawyers in Turkey who speak English and deal with employment, trade, copyright, etc. matters.

Alternatively, you may be able to find a Turkish or Turkish-American lawyer through an attorney search service on line. It would be a good idea to ask for a list of representative clients and verify the clients' satisfaction with the lawyer to be sure you aren't hiring a fly-by-night.

If all you want is to protect your ownership of the work they do, then you can focus on the law of the state you are in. But if you want an employment contract, you will need an attorney in Turkey to draft a contract covering any employment issues under Turkish law.
