Legal Question in Intellectual Property in Turkey

who can be a claimant in a nullity appeal for a non- use trademark? There is a trademark registered in Turkey. But the owner of trademark havent used it for more than 5 years. But in Turkey, i dont have any commercial activity or something like that. inspide of that, i want to cancel this trade mark. is it possible, my filling a claim for cancelling this trademark, in my situation?...waiting for your helpful recommends. thanks.
