Legal Question in Medical Malpractice in Turkey

My sister is in Istanbul being treated for a brain tumor at the American Hospital there. They asked for money before they would operate but are now asking for the same amount, more than what they stated the whole cost would be, even though she is in ICU and we don't have the pathology results? Is this legal..
