Dear sir,

I am a owner of a building, the contractor handed over the bldg. with lot of defects, how can I sue against them

You can sue the Contractor before the jurisdictional Civil Court of Law. However to advise you further, it would require to peruse the Documents available with you, that is any Agreement, etc.
