I am aware that works shouldn't work more than 48 hours a week averaged over 17 weeks. This is causing operational difficulties. I what ways can i secure more flexibility in relation to the shop floor workers? How does the posistion differ for the management?

The regulations do allow employer and worker to opt out so the workers can work more than the statutory maximum. The opt out must be in writing and the worker can withdraw from the arrrangement by giving written notice. If the employee agrees in the opt out agreement he can be required to give up to 12 weeks notice of cancellation of the opt out.
There are slightly different provisions for shift workers but the basic position is the same.
