Failure to comply with a direction

I am acting in person and the opposing party has failed to comply with a judges direction to file witness statements by a given date. To whom at the County Court should I complain ?

Re: Failure to comply with a direction

This is not a case for complaining. It is a case of applying to the Court for your opponent to be struck out or prohibited from putting any evidence in support of their case. You must go on the offensive.
