harrasment

What constitutes harrasment as a neighbour keeps filming me on my own property and making complaints to the police about noise even though if ever loud music etc is being played it is not during unsociable hours

It is possible that your neighbour's behaviour constitute's anti-social behaviour which is a form of harrasment for which (ref. Anti-social Behaviour Act 2003) a restraining order (under the Act) may be sought. I am assuming that you are in the UK.

Conditions for the order: ..that the person has acted, since the commencement date [1st April 1999], in an anti-social manner, that is to say, in a manner that caused or was likely to cause harassment, alarm or distress to one or more persons not of the same household as himself and

(b) that such an order is necessary to protect relevant persons from further anti-social acts by ....
