I have a question about EU cookies law.
Would by website comply to the EU cookies law, if I would just put something like "You give MYSITE all permissions to save cookies to your computer" into my Terms of Service, which users would have to agree with, in order to use my website?

As with all such regulations, don't be the first to implement them. I also gather that the UK government gave a one year implementation period, whilst working on practical solutions (working together with browser manufacturers).
In your specific case, just putting it in your general terms of service will not be enough (but a must), but think along the lines of having a "hover over" message on any link within your website. Eg. "by clicking this link, you allow our cookies".
In any case, start now by putting it in your general terms of service. And wait if the industry/government comes up with other solutions in a years time.
