If a boy too young to drive gets into a neighbour or friends car which is parked in their drive without their permission and reverses the car into a wall causing extensive damage to the wall, what is the legal position

With the limited information provided, I would say the legal position is as clear as the damage to the wall: the legal guardians of the boy will be liable.
There might be shared responsibility for the owners of the car for the way they supervised the boy and the circumstances that the boy could get access to the car keys.
Maybe a case for Family liability insurance
