Legal Question in Family Law in United Kingdom

beneficieries are two brothers ,half each, .the executors are the brothers two lawyers .Probate was granted one year ago ,all necesarry investigations have been done but the one brother keeps delaying the process of administration because he does not want the other brother to have his share.Does his lawyer have a duty of care to proceed or is this possible to go on for ever.It is 7 years now since their mother died.Initialy the two bros were the executors.
