change of surname

is it lawful that my under age daughters can change their surname to their mothers maiden name without my consent ?

This will depend entirely upon whether you have parental responsibility for your daughter. If you have parental responsibility the mother may not change your daughters surname without either your written agreement or the leave of the court. Let me know if I can help further.
