my partner split for his ex 3 years ago. he has access to his daughter every 2nd weekend. nothing in writing. she is denying him access if I am with him, can she do this?

Contact is for the benefit of the child and when a new person comes into a parents life, it is well-established that it is proper for the child to meet that person. There is no justification whatsoever for your partner being refused contact with his daughter and the actions of the mother will be condemned by the court.
