1. What are the grounds for revoking a student visa in the UK?

2. What are the relevant sections of the immigration laws that will apply to the revocation?

3. What authority do I make a complaint to where I have suspicion that a somebody on student visa has committed a crime?

Student visas are generally revokable for non-compliance with the conditions of that visa i.e. working more than the prescribed maximum number of hours or not studying etc. Revocation of visas is dealt with by the Home Office exclusively.

If you believe that someone has committed a crime the appropriate authority would be the police, as criminal matters are reportable to them regardless of the person's status here in the UK.

If you are referring to the person having breached their student visa as the "crime" committed, this would need to be reported to the Home Office.
