Can an estimate for building work constitute an estimate?

almost cetainly not. in order for there to be a contract all of the following must be present

(a) an offer;( which may include an estimate)

(b) an acceptance; and

(c) consideration (usually in the form of money) payable from the party to whom something is promised

and all these three elements need to be relatively clear
