can you refinance a mortgage loan and can you get your deed if you do NOT sign a reaffirmation on loan after it was discharged?

No. If you didn't reaffirm the loan, you'll get to use your homestead exemption (assuming you filed for chapter 7) but the house will be sold and anything that isn't a part of your homestead exemption will be used to repay your creditors.
