Hi,
I am on L2 and without an EAD. Can I apply for jobs wiht the companies and can they sponsor a H1B for me?

If you are on an L-2 you can obtain EAD, this allows you to work for anyone in the U.S.; providing the L-1 is still active and not expired.
yes you can change status from an L-2 to an H-1B also.
