my rental manager told a kid that he works for the police so he would help her with the problems in the area which led to him hitting on my child at the bus stop she and the other kid admitted this was said but she didnt know he was going to hit the child says he cant get in trouble because she says he is working for the police what can i do

You haven't said enough to be able to answer your question fully. Is this the person responsible for managing the place you live? Can he terminate your rental? My first concern is that you protect your family, so you don't end up being kicked out of your apartment unexpectedly.
The place you want to be is where you can file a complaint with the police against this guy, but "working for the police" can mean a lot of things. He isn't saying he "is" the police, only that he works with them; I am guessing he might be an informant of some kind.
The bottom line is that he shouldn't be hitting your kid. Period. Go to the authorities if you are going to be safe in your place.

Did he "hit on" or "hit" your child. Either way it is wrong, but it is different conduct. Follow up and protect your child.
