Legal Question in Insurance Law in United States Minor Outlying Islands

My mother

My mother tripped over a cord at the hospital and fell and broke her wrist. The hospital filed her insurances and say they will pay whatever insurance won't pay. Shouldn't the hospital's insurance pay for this or what?

Before Citizens voted that medical providers did not have to pay on most cases in 2003,yes, now..you have to file a medmal case..and the hospital's insurer will probably win.
