Assuming you were one of the parties involved and that your insurance company is handling the matter, call your insurance company and relay your findings to them so they can take the proper measures.

The answer depends on who lied, what they lied about and how you are involved. Since you omitted all that, there is no way to answer you.

If you have been economically harmed as a result of the person's lie, then you might be able to make a claim against that person for damages. For a meaningful answer, more details are needed.

Usually the guy that lied loses the case. Unclear how it is "proven" someone lied as question suggests. If the person deciding the case believes the second guy this is not proof the first guy lied. Lying is telling somebody something that is wrong on purpose. Sometimes people say things that are wrong when they are mistaken, the memory is faulty, they have a poor vantage point to observe something, etc. Trying to prove it is on purpose is difficult, hence so few perjury charges and convictions.
