Can a company such as a collection agency contact your neigboor and ask where you are and then give them information to find out what a claim is about to give to you and ask them to contact me. Is this against my privacy rights?

Depending on nature of contact, there may be a violation of the Federal Fair Debt COllection Practices Act.
