Legal Question in Tax Law in United States Virgin Islands

I'm looking for the best country to start an Off-Shore Bank
I would like to find the best country to start an Off-Shore, Private Bank. Where neither the Bank, nor it's customers, have to pay taxes to the country that the Bank is in.
Is there someone that can help me with this question?

Belize. Attorney Courtenay or Barrow. There are also big traditional accounting firms situate in the jurisdiction.
