Does a person have to be in a specific state of mind to committ a crime and be convicted?

What you're talking about is called mens rea. Different crimes require different mens reas. For instance, murder requires intential mens rea. Some crimes, like statutory rape, are strict liability and require no mens rea at all. Take a look at Wikipedia: http://en.wikipedia.org/wiki/Mens_rea
