i live in utah, and i was wondering when the sound ordinances were enforced?
and do the police have the authority to legally stop someone from making a racket
before the sound ordinances are enforced or can they just give a warning?

The police have discretion to enforce the ordinances, and generally only enforce against those "disturbing the peace." This can be done through a warning or citation. If the noise is daily or regular contact your local zoning enforcement officer and complain.
