co-signer on an account
if you are the co-signer on your 94 year old mother bank account, can you legally write checks out to yourself without her consent?

Only if you have a legitimate entitlement to those funds. If the funds belong to the grandmother, or are there because of payments to her, and none to you, you are legally entitled to remove funds to repay legitimate expenses incurred for grandmother you have paid from your funds. That account is considered a constructive trust, and must be used only for grandmother's benefit.
