What are the financial evidential requirements for determining chapter 7 eligibility? Is it possible to negotiate debts and get a concession from the creditor that they will indicate the debt was ''paid as agreed'' after receiving a specified lump sum?

There is a form and formula that you go through to determine whether you file ch 7 or ch 13. Information is available on the bankruptcy court websites. You can negotiate with a creditor for anything you want, it is up to the creditor whether or not they agree.
