If a bookkeeping service makes collection calls to its clients' customers on behalf of its clients, and the bookkeeping service's fees are in no way contingent upon the collection of the receivables, and the bookkeeping clients retains complete ownership or the receivables, is the bookkeeping service subject to the Fair Debt Collection Practices Act?

Yes, they are collecting on a debt of a third party, even though they may have purchased the debt, it originated with a third party.
