What are the laws, in Utah, that cover competition between businesses? What is the time frame you can obligate someone not to go into competition with you?

There is no law nor time frame regarding an obligation to not compete unless it is defined by a written non-competition agreement. Even then the agreement may not be enforceable depending on the terms of the agreement and the circumstances of the parties, such as the length of time, the geographic area covered, etc.
As for laws regarding competition between businesses, there are many which are designed to encourage competition, not limit it. However, there are some that do limit it, particularly where there has been some wrongdoing, such as illicitly obtaining and using a competitor's customer list.
