I had a contractor do some concrete work at my property. I paid him in full the amount agreed on the contract. He failed to pay one of his contractors. Now that contractor is threatening to put a lien on my house. Does he have this legal right?

Yes. Pressure your contractor to pay the subcontractor.
There is a limited time in which a lien may be placed on the property. If that time expires so does the right to place the lien. However, in general, even if a lien is placed it will not likely be attempted to be foreclosed on.
Obviously it is preferable to not have a lien placed on your property so put some pressure on the contractor to pay his sub. Hope this helps.
As a Franchise Attorney I can only add the following. One way to put pressure on your contractor is to file a claim against his contractor's bond and a complaint with your state's contractor's licensing board. Consult with a good business or franchise attorney in your area for specific advice.
