Legal Question in Business Law in Utah
What is the difference between an organizations bylaws and policies and procedures? Can they be combined or must they be separate?

The bylaws deal with how the companies owners work together--what each officer's responsibilities, what happens at the time of dissolution, etc. The policies and procedures deal with how the company works with the employees. I have never seen the two combined because the purposes and groups of individuals are not the same. If you need further assistance, please call me.
