What is the best way to legally make an LLC and establish vehicles under that LLC with no person listed on the vehicles insurance or registration just the company listing.

If the vehicle is titled in the name of the LLC, the LLC or the driver will have to obtain insurance. The LLC can purchase insurance. However without naming a specific driver, the policy will cost significantly more since the insurance company will have to indemnify all possible drivers. An individual cannot escape personal liability for negligence - so even if the vehicle is titled and insured by a LLC, if the driver is at fault, the driver can still be sued.
