Any attorney will say it depends on whether your city will issue a business license for your apartment address. So will, others don't. Consult with a good business attorney in your area for specific advice.

You can have the address at your apartment as the location of the business and also perform services at another location for purposes of registering with the state. You will need to talk to your local municipality regarding business license requirements.
