parking debt collection

I work with a parking company that monitors private parking lots. When a violation notice is issued, their license plate number is recorded and saved. After a period of time if the violation goes unpaid we need to be able to send out notice letters. How can a company acquire an individuals name and address from license plate numbers for the collection of a debt. What are the legal requirements to obtain this information to enforce the payment of past due fines? Also if there are open violations in our database are there any legal limitations on how far back in time we can collect on delinquent, warranted violation fees.
