Retail Deciet
Is it legel for a retailer to sell something at a certain price, and then after the thing is bought come out to your car and tell you that the price was incorrect and that you must pay more?

Technically speaking, it's legal. But that doesn't mean you have to pay. If there was no switching of tags, etc., and the problem was genuinely the store's error, once the sale is completed, it is completed, period.
Which is all to say that payment under the conditions you mention and I infer is Voluntary, but if you've already paid it, then it's all over with. You can go back and ask for that money back, but that's just like the store asking you for the money after the sale.
