Legal Question in Business Law in Utah

We are selling a truck to a private individual. We had a lien filed on title to truck. Since this individual has had truck they have been ticketed for no safety belt, no mud flaps, and burning rubber. They have recieved 2 tickets at separate times. They are threatening to run over people and show them what a 4x4 is made for. There is also talk of individual leaving the state with said truck..The contract that is signed between each involved in this sell DOES NOT state that vehicle will remain in the buyers custody. Do we have the right to legally bring truck to our property and park it until truck has been paid off? This truck is an 1988 Ford. Thank you in advance.

The lien only shows that you have a financial interest in the truck. If does not give you the right to control how the truck is used. If you have a contract with the buyer the terms of that contract are used to determine how the truck may be used - if you put such terms in the contract.
