Vehicle Dealership and Consumer
Does a Vehicle dealership (Motorcycle) by law have the right to mandate all consumers (purchases) of a vehicle that will only be used on private land be forced to register (give up the MSO) the vehicle to the state?

Probably because state law requires all vehicles to be titled and because counties have the right to tax all motor vehicles, whether or not used on private property.
