Legal Question in Civil Rights Law in Utah

Small rural city in Utah has shown discrimination on shuting utilities off on my personal residence. Stated not in compliance with zoning ordanace. Other forms of personal gain in house awarding to council members and family. Can we sue the city for discimination?

If your property is in non-compliance and the local ordinances allow the city to disconnect your utilities until brought into complaince, and if the city has shut off other property's utilities for similar reasons, a suit would not help you.
Discrimination can be used only if you are treated differently that other persons in similar circumstances.
